2025 Max Asia全國青少年抱石亞洲交流賽

一、本競賽規程奉教育部體育署 年 月 日臺教體署全(三)字第 號函核定 。
二、宗 旨:為推廣運動攀登風氣,提升運動攀登競技水準,並向下紮根,培育未來攀岩人才,特舉辦此攀岩競賽,提供青少年共同參與及觀摩學習的競技舞台,鼓勵青少年從事健康並富有挑戰性的攀岩運動,並增加全民對於攀岩的接觸進而愛好的機會。
三、指導單位:教育部體育署。
四、主辦單位:中華民國山岳協會
五、承辦單位:中華民國山岳協會運動攀登部
六、協辦單位:台北市攀岩協會、風城攀岩館、ROCKY'N日本攀岩館。
七、比賽時間:114年8月23日(六)
八、比賽地點: 風城攀岩館勝利館 ( 302新竹縣竹北市勝利十五街66號 )。
九、參賽資格:年齡介於9-16歲的青少年,國籍不限。未成年選手參賽須有家長同意書。
1. Youth B男子組:出生日期介於2009/1/1(16歳)〜2010/12/31(15歳)的男性。
2. Youth B女子組:出生日期介於2009/1/1(16歳)〜2010/12/31(15歳)的女性。
3. Youth C男子組:出生日期介於2011/1/1 (14歳)〜2012/12/31(13歳)的男性。
4. Youth C女子組:出生日期介於2011/1/1 (14歳)〜2012/12/31(13歳)的女性。
5. Youth D男子組:出生日期介於2013/1/1(12歳)〜2014/12/31(11歳)的男性。
6. Youth D女子組:出生日期介於2013/1/1(12歳)〜2014/12/31(11歳)的女性。
7. Youth E組:出生日期介於2015/1/1(10歳)〜2016/12/31(9歳)。
十、人數限制:
每組參賽人數最多40人,最低6人,人數不足6人時,主辦單位將視情況取消、調整組別或改為觀摩賽進行。每組人數不足3人時,該組別將予以取消。

十一、報名辦法:
1.一律以線上系統方式報名,恕不接受現場或其他方式報名。
2. 線上報名流程:使用比賽系統註冊會員(需填完選手資料) -> 繳費後於系統填寫 -> 下方附加檔案下載選手參賽同意書,由家長填寫並簽名後寄送到台北市攀岩協會信箱(taipeiclimbing@gmail.com) ,主旨請註明:《參賽者姓名》 2025MaxAsia全國青少年抱石亞洲交流賽 -> 完成報名

4. 報名費:
(1)中華民國山岳協會團體會員之選手每人1200元
(2)非中華民國山岳協會團體會員之選手每人1800元。
(3)請於報名截止前繳費,轉帳帳戶資訊如下。 逾時視同報名未完成,將無法參賽。

6. 山協團體報名:請所有選手自行使用比賽系統進行報名、繳費填寫,系統會於報名表單自動依據個人資料比對是否為會員,務必確認系統顯示之團體會員正確才可繼續報名(不開放事後調整),如無法比對資料,請先跟團體代表卻是否有提供正確的會員名單給中華山協運動攀登部,不須額外呈送團體報名名單,如有需要登錄領隊、教練、醫護資料,可於比賽頁面上之"團體登錄"填寫。
7. 退費辦法:
(1) 如欲取消請務必E-mail 告知 taipeiclimbing@gmail.com ,以進行取消與退費程序。
(2). 若因參賽者自身原因取消參賽, 依以下規定辦理退費:
a. 114年8月9日下午5點以前提出,則扣除行政手續費用200 元後,退回剩餘費用,逾時恕不退費。
b. 於114年8月9日下午5點後中途停止或未通知不參加者,將不予退費。

十二.報名注意事項:
1.保險: 本活動依「全國性體育團體經費補助辦法」第6 條規定辦理參與人員之保險(一、每一個人身體傷亡:新臺幣300 萬元。二、每一事故身體傷亡:新臺幣1,500 萬元。三、每一事故財物損失:新臺幣200 萬元。四、保險期間內總保險金額:新臺幣3,400 萬元。), 本保險僅為場地公共責任保障,不包含選手個人醫療或運動傷害費用。請參賽者自行加保個人意外與醫療保險。

十三、賽制說明
初賽
(一) 初賽採【大亂鬥制】。每組設有8條路線,各組選手在限定的時間裡,自行選擇路線攀登。
(二) 攀爬過程中,選手若墜落需重新排隊攀爬,不限嘗試次數。過程中可互相觀看討論,不設置隔離區。
(三) 路線上分為 (T)完攀、(Z)Zone 等兩種岩點得分,並計算攀爬嘗試次數。
(四) 成績以 (T)完攀數目 → (Z) Zone數目 → 完攀嘗試次數 → Zone嘗試次數 排名。
(五) 取成績前8名進決賽,若超過30人報名,取10名進決賽。
決賽
(一) 決賽參考【IFSC決賽賽制】。每組有3條路線,每條路線4分鐘攀爬時間(不包含觀察路線時間)。
(二) 選手須於大會公告隔離區關閉時間前進入隔離區,並依初賽成績反序出場攀爬。
(三) 計分方式:每條路線有一個中繼點(Zone)以及一個頂點(Top)。到達中繼點可得 10分,到達頂點(Top)可得 25 分。每條路線以拿到的最高點分數為計。除了首次嘗試外,每增加一次嘗試則會扣 0.1 分。
(四) 決賽成績以選手積分高低排名。
除本競賽規程和隊職員須知之規定外,本競賽採2025年度IFSC國際運動攀登總會最新頒佈之國際正式比賽規則。
其他競賽規定
(一) 主辦單位保留依場地及賽事需求,進行各項賽事人數、時間及場次之調整之權利。
(二) 正式比賽時間與隔離區關閉時間,賽前以主辦單位官方網頁公告為準,比賽當天則以現場大會公告為準,選手不得以選手手冊及其它網頁公告時間作為延遲進入隔離區之理由。
(三) 凡比賽發生非規則或本規程無明文規定之問題,則由裁判團與攀登委員會決定之,其裁決為終決。

十四、競賽流程:待報名截止後,8/3後於本協會FB上公布,亦會發送到參賽者報名之電子郵件信箱

十五、技術暨領隊會議:
1、會議日期:中華民國114年8月23日 星期六 於比賽會場內。
2、由領隊代表參加會議。在會議中,每隊只限領隊有發言權與表決權。如非總領隊本人或持有授權代理委託書之分組領隊、教練、選手、管理或其它相關人士等,則不得提出各項相關問題之異議。
3、運動員資格問題有疑問時,可在會議中提出,交由大會處理。
4、有關運動員權益問題,應在會議中提出。
5、技術暨領隊會議無權做出有違「競賽規程」規定之決議,否則其決議無效。
6、如運動員個人之要求會影響到其他選手公平性時,需在會議時由該團體領隊或教練提出討論,並由該場之所有領隊(或代理人)、裁判、賽務總監及山協代表共同決議。

十六、競賽規定:
1.開幕典禮: 114年8月23日 比賽當日舉行,請各單位穿著整齊之運動服裝準時參加(所有選手必須參加)。
2.頒獎典禮暨閉幕儀式於全部賽程結束後舉行,獲獎人需本人領獎。
3.運動員及相關人員應於大會公告之關閉時間前進入隔離區,關閉時間以現場大會公告為準。
4. 運動員請攜帶健保卡、學生證或學籍證明以備查驗。 
5.凡比賽發生非規則或本規程無明文規定之問題,則由裁判團與攀登委員會決定之,其裁決為終決。

十七、獎勵:
個人獎
a.參賽隊(人)數為16個以上,最優級組前八名。
b.參賽隊(人)數為14個或15個者,最優級組前七名。
c.參賽隊(人)數為12個或13個者,最優級組前六名。
d.參賽隊(人)數為10個或11個者,最優級組前五名。
e.參賽隊(人)數為8個或9個者,最優級組前四名。
f.參賽隊(人)數為6個或7個者,最優級組前三名。

十八、申訴:
1.凡所有申訴案件,需根據2025國際攀登比賽規則及大會競賽手冊辦理。
2.凡規則有明文規定及有同等意義解釋者,以裁判之判決為終決,不得提出異議。
3.選手之技術事件申訴,需立即提出,完成比賽後,不得提出技術事件。
4.凡規則未明文規定時,則以大會裁判團及中華山協代表作成之決議為最後決議。
5.比賽進行中有不服裁判之判決時,得由其領隊、教練或管理向大會提出申訴。
6.申訴書由領隊、教練或管理簽名蓋章後,向大會裁判委員會提出,並繳交保證金新台幣伍佰元整,申訴成立時保證金退還,否則予以沒收。
7.申訴以大會審判委員會之判決為終決。

十九、附則:
1.參加單位選手一切費用自理。
2.本規程如有未盡事宜,得由承辦單位修正,報請體育署核可後實施。
3.此賽事初賽非正規賽制,不納入青少年國手選拔積分。

This competition is held to promote the sport of climbing, elevate the standard of climbing as a competitive sport, and develop young climbing talents. It provides a platform for youth to participate, observe, and learn, encourages young people to engage in a healthy and challenging sport, and increases public exposure and interest in climbing.

8. Eligibility: Open to youth aged 9 to 16 of all nationalities. A signed parental consent form is required for all minors.
● Youth B (Male/Female): Born Jan 1, 2009 – Dec 31, 2010 (15–16 years old)
● Youth C (Male/Female): Born Jan 1, 2011 – Dec 31, 2012 (13–14 years old)
● Youth D (Male/Female): Born Jan 1, 2013 – Dec 31, 2014 (11–12 years old)
● Youth E (Mixed): Born Jan 1, 2015 – Dec 31, 2016 (9–10 years old)
9. Participant Limits:
Each category is capped at 40 participants with a minimum of 6.
● Categories with fewer than 6 registrants may be merged, canceled, or held as exhibitions.
● Categories with fewer than 3 registrants will be canceled.
10. Registration:
● Online registration only. No on-site registration.

● Refund Policy:
(1) To cancel, please notify taipeiclimbing@gmail.com via email to initiate the cancellation and refund process.
(2) If the participant cancels due to personal reasons, refunds will be processed as follows:
a. Cancellations made before 5:00 PM on August 9, 2025 will be refunded after deducting a NT$200 administrative fee.
b. No refunds will be issued for cancellations made after 5:00 PM on August 9, 2025, or for no-shows without prior notice.

11. Registration Notes:
● Insurance:
The insurance coverage for participants as follows:
● Bodily injury or death per person: NT$3,000,000
● Bodily injury or death per incident: NT$15,000,000
● Property damage per incident: NT$2,000,000
● Total insured amount during the policy period: NT$34,000,000
● Please note that this insurance only covers third-party liability resulting from incidents occurring at the event venue due to the organizer’s responsibility.It does not cover personal injury, illness, or medical expenses of participants.
● All participants are strongly advised to purchase their own personal accident and medical insurance to ensure full coverage during the event.

12. Competition Format:

● Preliminary Round
■ Format: Scramble-style bouldering with 8 routes per category.
■ Athletes may choose their routes within a time limit.
■ Unlimited attempts allowed; athletes queue to retry if they fall.
■ Scoring zones:
● T = Top
● Z = Zone
● Attempts are recorded.
■ Ranking Criteria (in order):
● Number of Tops
● Number of Zones
● Number of Attempts to Top
● Number of Attempts to Zone
■ Finalists: Top 8 advance to finals (Top 10 if >30 participants of the category).

● Final Round
■ Follows IFSC final format.
■ 3 problems per category. 4 minutes per route.
■ Athletes enter the isolation zone before its closure; climb in reverse order of qualification rank.
■ Scoring per route:
Zone = 10 pts
Top = 25 pts
Each additional attempt beyond the first deducts 0.1 point.
■ Ranking: Based on total score.
Rules: In addition to these regulations, the competition adopts the latest 2025 IFSC rules.
● Other Regulations
■ The organizer reserves the right to adjust the number of participants, schedule, and rounds of the competition according to the venue and event requirements.
■ The official competition schedule and the closing time of the isolation zone will be announced on the organizer’s official website before the event. On the competition day, the announcements posted on-site by the organizing committee shall prevail. Participants may not use the times stated in the athlete handbook or other website announcements as a reason for delayed entry into the isolation zone.
■ Any issues arising during the competition that are not covered by the rules or explicitly stated in these regulations shall be decided by the referee panel and the committee. Their decision shall be final and binding.

13. Schedule:
Detailed schedule will be announced after August 3, 2025. Please refer to the registered email or Taipei Climbing Association's Facebook page.
14. Technical and Team Managers Meeting
● The Technical and Team Managers' Meeting will be held on Saturday, August 23, 2025, at the competition venue.
● Attendance is mandatory for team managers or authorized representatives. Only officially designated team managers may raise questions or vote during the meeting.
● Any issues regarding athlete eligibility or rights must be raised at this meeting.
● The meeting does not have the authority to override official competition regulations or IFSC rules. Any resolution contrary to the regulations will be considered invalid.
● Any athlete request affecting competition fairness must be raised by the team’s designated manager or coach and resolved collectively by all team managers, judges, the race director, and representatives from the Chinese Taipei Alpine Association.
15. Specific Notes
● All athletes must attend the opening ceremony on August 23 in team uniforms. 
● Medal ceremonies will take place at the end of the competition. Winners must be present to receive awards.
● All athletes must report to the isolation zone before the posted closure time. The latest updates will be posted at the venue.
● Valid photo identification (passport, student ID or age certificate) must be presented on-site.
16. Awards 
● Individual Awards
Award categories will be based on the number of valid competitors per category, following IFSC-style podium distribution:
● 16+ participants → Top 8 awarded
● 14–15 → Top 7
● 12–13 → Top 6
● 10–11 → Top 5
● 8–9 → Top 4
● 6–7 → Top 3
17. Appeals

● Appeals shall be handled in accordance with the 2025 IFSC Competition Rules and the official Event Handbook.

● In cases where the rules clearly apply or where established interpretations exist, the decision of the judges is final and not subject to appeal.

● Appeals concerning technical incidents must be submitted immediately; no such appeals will be accepted once the competitor’s attempt or round is complete.

● For matters not specifically addressed in the rules, a final decision shall be made by the Jury President in consultation with the Event Jury and CTAA representative.

● Appeals may only be submitted by the team official (team manager, coach, or delegated representative).

● A written appeal must be submitted to the Jury President, signed and stamped by the team official, together with a deposit of NT$500. The deposit will be refunded if the appeal is upheld; otherwise, it will be retained.

● All decisions made by the Jury President and Jury Panel are final and binding.

18. Additional Provisions
● All expenses incurred by the participating units and athletes are self-funded.

● Any matters not covered in these regulations may be amended by the organizer and will be implemented upon approval by the Sports Administration.
